He appears to be hanging out in the harbor, and uses these little creek run-off channels (Southern California loves their cement run-off channels) to make his way inland.
The ones he's been using lately are by the Shipyards and Naval Base, where a lot of Brim and little Mackerel fingerlings gather.

(Also, repositories of sandwiches, chips, cell phones and wallets dropped while sailors or workers lean over ship railings to make calls or take breaks.)
