Sorry, the link translated the colon-D as a smiley face.

It's
http://en.wikipedia.org/wiki/Talk-COLON-Democratic_Underground , where -COLON- is replaced by an actual colon.

The Talk is linked through a tab right above the article title at the top of the page. By default, a visitor lands on "Article" tab, but the "Discussion" tab right next to it is what I clicked.

Hm. Also at the top left of the article is a "View History" tab.
