I'd buy up 1,000+ acres of contiguous land and build something on the lines of Best Friends east. There would be a bed and breakfast, campgrounds, etc. for visitors. Everybody would have to volunteer for a couple hours/day and then be free to vacation. I would also link up with seed savers and have walking paths lined and fields and woods filled with endangered plants. Children from the cities could come in the summer to learn gardening and animal care.

Then I would set up regional centers that would pull all the critters from the kill shelters and kill-buyers, and re-hab and re-home them. Equine Lifeline would rescue horses, while its On-TRACC (T-bred Rehabilitation And Career Center) division would specialize in ex-race horses. Canine and Feline Lifeline would pull the dogs and cats.
