My (literal) ground rules:
"Visiting" a state means any time you have set foot either on the state's soil itself, or on a building that is permanently affixed to the state's soil.
As such, if you have a layover and you exit the plane and go into the airport, that counts as a visit. However, if your plane has a stop over and you do not exit the plane and instead remain on board, that does not count as a visit.
Fly-overs do not count for the same reason. As do instances where you have driven through the state but never gotten out of the car.
You also have to have a conscious memory of the visit. So if your parents took you to a state as an infant (or if you were too drunk to realize where you were) that doesn't count.
So, without further adieu, here is my list:

Connecticut (Pit stop only)
Delaware
District of Columbia
Florida
Georgia
Kentucky
Maryland
Nevada
New Jersey
New York
North Carolina
Pennsylvania
South Carolina
Texas (Airport only)
Vermont
Virginia
West Virginia
Visually, it's not all that impressive....but I have managed to hit all 4 contiguous time zones.
