Where are the rest? (Maybe some ran off after the prison retreat and are scattered about in the woods, like the kid Carl shot) It's also strange that the governor didn't return to Woodbury (Where is he?). Rick came across the bodies and then went to Woodbury at night, they returned the next day to the prison with the bus that was part of the wall IIRC. So we can assume Woodbury is now full of walkers.
