If you report bullying posts right away, Instagram will delete them and possibly delete the account of the person who sent them. If the posts have been removed, there's nothing you can do. If the bullying rises to the level of a criminal action, the records can be recovered by the police, but it will take a warrant or subpoena.

Such is the nature of social media.
