I find Van Damme's terrible acting in that movie quite entertaining. And I think Chong Li, the bad guy, carries the movie, with his grimacing, mugging, and insane blood lust. To me it's a fun movie.
I actually liked National Treasure and didn't find it a bad movie. To me it's great escapist movie-making and while I don't think Nicholas Cage is a great actor, I think he's fine; he has appeared in many films that have provided great entertainment to me. I like almost all his films, except the Ghost Rider series. To me he's a far, far better action actor than most of today's lousy crop, like Jason Statham, Vin Diesel, Dwayne Johnson The Rock, Bruce Willis, who play the same role again and again and can't show any nuances to their personalities.

I thought that was a good too. Just tense enough, without chainsaw murders. Watched often.
