It demeans the person who is the checker. They have a personality, a voice, a presence. By being on the cell phone, "the customer" is essentially saying: "You're no better than a keypad number at the ATM."
When I go through the checkout stand, I make a point to personalize my encounter. Instead of "have a good one," I'll say something more original. I'm nowhere as good as my spouse, who is a genius at this. He's always able to pick up on something a little more personal. His remarks are met with broad grins and big laughs.
