So individual parents or troops might discourage door to door sales due to fears of the random stranger child molester, but not the organization as a whole.
My guess is that it's easier to sell cookies from a centralized location than going door to door. For example I've seen them set up outside a grocery store. It makes it easier for them to sell as an impulse buy and not have to lug boxes around. Plus a group of two or three girl scouts can staff a booth with one parent rather than each scout needing a parent to go with them around the neighborhood.
