Employers often have lousy hiring practices and have no consideration for the people they interview. They probably decided on someone else for any number of reasons and just didn't have the courtesy to tell her in a considerate way. It's just the way they do things these days, unfortunately. Employees (and prospective employees) are treated like office furniture or farm animals. She shouldn't take it personally, though I know that's hard.
