Just like every other major player at that level

Treasury Direct is fine for a few hundred thousand but if you need to purchase several hundred million worth, buy in the secondary.

The shorter the paper, the lower the commission. Plus you can buy all sorts of maturities. 2 year notes that have been held for six months already for instance.
