but the odds are that if he's been passed-over 3 times for the same position, they've determined that they're never going to offer it to him. He should have begun searching to leave after the third time. There is no upward mobility there for him and loyalty is no longer rewarded.

He should apply to Asst. Manager openings for their competitors.
