There's a great documentary out there about Rumspringa. Many time these parties will occur in someone's barn. Parents overlook it because it is Rumspringa and something that probably they had done in their youth. Better that the kids party local in one of their barns were it's mostly Amish kids than for them to go elsewhere. Plus for most Amish communities, place like Lancaster PA is considered 'Big City'.
