Try soaking them in a vinegar and water solution, say 1/3 vinegar to 2/3 water for 15 minutes a t a time, then brush with the special brush under running water. It's probably calcium buildup from the water. If it hasn't budged after a couple sessions of this, I don't know.

UPDATE! Here's a link with slightly different proportions and timing. It mentions tartar and mineral build-up specifically.
