for his whole life - 40 years or so. To start off as one of the least powerful lords in one of the least powerful houses to become one of the great Lords of Westeros (he essentially is Lord of the Vale now) is no small feat.

Arya has been trained in killing and being quick and stealthy and has only been training 3-4 years. Political deception is a bit different than being deceptively quick and deadly.
