5. Yeah, I can understand.........

I was a full time, working musician for 25 years or so and it was pretty miserable at times. Especially the song writing part of it. Chasing dollars with songs leads to total crap written most of the time. I finally just said "Fuck it" and started just writing stuff that I liked without worrying about an audience, especially a radio audience. I didn't necessarily have more success, but I sure was happier.

Edited to add: Oh yeah, a WPA style arts program would be great. I also like White_Wolf's idea of a stipend for artists to enable them to create without having to worry about food, clothing, and shelter while they do it. Of course, I don't want ANYBODY, artist or not, to have to worry about those necessities of life.
