teaching basic living skills is the Number 1 priority.

Their success would be measured by a whole other criteria.

Perhaps Duncan is referring to the many children the schools identify as 'special ed' because a) the school is starving for the Federal funds paid per student and b) teachers find ways to classify behavioral problems in kids as 'special ed' to alleviate some of their ever-increasing classroom management difficulties.

Duncan is dancing as fast as he can with some other agenda, not Federal educational reform.
