19. I recommend DJI brand

My DJI Phantom 3 Advanced is an older model but would meet your needs.
I picked it up used with an extra battery for $400.
I use my iPad Air 2 as a screen on the controller but a phone will work. I like the bigger picture though.

Read the manual thoroughly before flying and when you go learn you should be in an open field away from obstacles.
My drone is easy to fly with its GPS positioning however it's good to know everything you can before taking off.
