Competent attorneys and some who are incompetent but have the right connections can make more. The article is pointing out that while she received a substantial increase in her salary, she is opposed to other people much further down the ladder than she is are going to be knocked out of earning more money. The article illustrates her attitude towards others and that she doesn't believe that they are deserving of a pay increase.

If Rutledge has a problem with her $130k salary then she is welcome to leave the public sector and try to do as well in the private sector. I know plenty of attorneys that don't draw as much income and some that have law degrees that aren't employed in a legal field. Some of those who have passed the bar are actually serving as bartenders instead.
