Um, why doesn't someone push to divert more of the state’s scarce water from unparched growers to parched growers?? Exhibit A: The water district that serves two counties and controls one-third of the entire Sacramento River flow, based on water rights that date back to the 19th century!!

Not surprisingly, these are the two counties that grow most of our rice. Rice is among the thirstiest of crops.
