10. Consider Lake County. One of the cheapest places in California to live.

I've lived here for 27 years. Largest natural lake in California, world class bass fishing, if that interests you. Used to be pretty red here, but turned blue in the last few presidential elections. Local politics a mixture. Good housing below 300K. On the cheaper side, I live in a senior mobile home park walking distance from the lake in the town that is the county seat and my space rent is below $500.

It gets hot here in the summer, but no snow in the winter if you stay out of the higher elevations. Good medical care, two hospitals, one to two hours to metropolitan areas like Santa Rosa and Sacramento. Agricultural/tourism based economy, with wine grapes and marijuana the main crops. Also pears and walnuts.
