14. My evaporative cooler cannot keep enough water in it to work

I need to turn it off, and let the water fill for 20 minutes or so and then turn it back on....but it only cools 15 f from what the air is, so at 110, the air blowing is still 95 f.....

Normally, it is a great low energy solution to the heat......
