2. This happens all the time in San Diego

yet certain morons continue to drive through flood prone areas and then need to be rescued. ALL THE TIME! Is it due to them thinking they are a special case and they have a "simply must get to so and so before it closes" attitude? Or, they just have to get to someplace and it is so damn important that they ignore the warnings? You know, like the after Christmas sale at Macy's or get home in time to watch a sporting event.

I think the city should make them pay the full amount that the rescue costs if it was a stupid choice on their part.
