This appears to be a TPM error. They put Bera in the 'YES" column, sourcing it to HuffPo. But the link they cite goes to a HuffPo page listing Bera as "No/Lean No." And HuffPo's call looks like a real stretch.

Based on Bera's interview and a recent press release, I think you're right about counting him as undecided. I hope you're also right about how Bera ends up voting (I see Republicans are lining up to challenge him--four have declared so far). But for now I'm going to count him as undecided, at least until we hear something more definitive.
