The high pressure ridge could break, of course, and enough rain may result to get the west through the year. Yet long term, I agree. We need to adapt and adjust all things water to manage the resource effectively. Long term. And I expect some changes will be made mandatory by state and local officials. Across the board - commercial, residential, recreational, etc.
A couple of points. Apocalyptic hyperbole runs rampant on the web sometimes. The west is surely going to change if this pattern persists. Yet I doubt it will shrivel up and die. You mention hundreds of thousands leaving the Sierra - is that an estimate or some established data?
I think a fact based approach to the challenge is our best bet.
