1. Our county (Napa) began increasing it's state water allotments years ago

and has stored them in our Lake Hennessy reservoir. As of last week capacity was at 71% which should get us through the summer without mandatory rationing. We're a lot better off than neighboring counties Marin and Sonoma.

I'm not a fan of man-made reservoirs, but more are going to be needed throughout the state to store runoff as warmer winters result in smaller Sierra snowpacks and faster melting of those reserves. California can't keep adding to the population without adding to it's storage system, no matter how great the conservation methods.
