...which are voluntary, not mandated.

Landscape irrigation between 6pm and 10am is mandated, but it is merely suggested that it be limited to three days per week. If you want to water twice per day, seven days per week, you are not breaking and rules.

We will probably keep those water use regulations until we have no water to regulate.
