2. My guess is that the safety procedures weren't in place during the Newtown Massacre

because before Newtown, such an incident was unfathomable. While the front door was steel and securely locked, it was presumed that would be a sufficient deterrent and that a shooter would not be able to enter the building.

After Newton, I'm certain that police, school administrations, and insurance carriers huddled to figure out how to improve school security. That's when you began to see lockdown drills, doors locking on the inside, etc.
