This is, in fact, Washington’s seventh-warmest winter on record, with spring arriving 24 days early, per the USA National Phenology Network’s measurements of spring leaf out, one of the early biological indicators of the new season. Researchers have tied the early blossoming at D.C.’s Tidal Basin to broader signs of global warming.'
