2. Based on cell phone usage? More junk "science".

If I drive 100 miles and make 10 stops, does that mean I'm good at social distancing if I leave my cell phone at home?
If I drive 10 miles to the nearest grocery store in Wyoming, is that the same as driving 10 miles in greater NYC or Boston?
If 90% of the people in my grocery store wear masks, would the social distance index be the same if only 10% wore masks, based on cell phone usage?

Don't base your hope or latest talking points on a bogus "index" that is not scientifically based.
