4. I havnt found a better plan

Truth be told, I am not sure if its just neglect, or an environmental choice. I've worked with hoarders and the mentally ill on cleaning. Things as bad as the tv show. And I have never seen a bath like this. Particularly not in isolation, as the rest of the house, while dusty, is normal. And the owner has made his strong environmental feelings known, use less water, turn off lights if not absolutely needed, etc. thus my indecision.

I don't want to insult by going against his policy, if its his policy.
I don't want to insult by implying that his home is not clean enought for my slovenly self.

A day has passed. I am unfortunately odiferous, with no affordable solution in sight. I think I will just clean and hope for the best.
