Even if it is now dormant, it housed hundreds at one time. So those children
who would have been housed there were sent elsewhere, which means more
crowded conditions at the other facilities. HHS is not concerned with the care
and comfort of the detained children, they just want to save a buck or two at
the expense of the detained children.
