1. A positive step. I am terrified to think what is going on in Louisian's prisons though...

Not that others, nationwide aren't likewise a fulminating atrocity, but LA has never particularly worried about their prison population. And those whose kneejerk thought is, "yeah, but our priority needs to be elsewhere" well first, it will pose a constant infectious seed to the communities and remember not all those incarcerated have even been more than charged.

NYC knows they have a simmering catastrophe at Riker's Island, too.
