6. This doesn't make any sense to me ....

The implication seems to be that "they" wanted water available for fracking ....? For some reason they would pay for chlorinated fluoridated municipal water (at a high cost) rather than advancing wells and withdrawing groundwater (in Michigan a comparatively inexpensive process)?
