when he was Deputy administrator for Washtenaw county. He was, IMHO, a shallow, secretive backstabber with (to us AFSCME members) an obvious anti-union agenda. That he is a member of Snyder's administration, and heavily involved in this disgusting episode doesn't surprise me in the least.
