5. And how would the abuser be locked up, unless someone complains?

They do not complain. Not to the authorities. They confide in their friends, in family members even. But why go to visit with them "one last time?"

I don't "blame" the victim. I want to stop them, to grab their arms and shout - don't go there!

Please don't try to sit and pass judgement. Imagine a real woman whom you know, who is telling you that she is afraid of her boy friend. Wouldn't you tell her not to go and meet with him one last time? And when she disappears, and only her jacket with 17 stab wound is found - leading the police to conclude that she is dead - wouldn't you cry and say "I wish she'd listened to me?"
