It's written by an independent journalist who is observer critical of right-wing media in Minnesota. I took a look at his Website and if I am interpreting the titles and short explanations afterwards, it doesn't appear that Mr. Carroll is right wing.

Furthermore, the article is published at the Minnesota Reformer which is part of The Newsroom media group which has almost a dozen publications that all lean towards the left.
