to refusal. We both know what they'll do is blow the numbers out of proportion, rile up the rednecks, and then go for the refusal of all services.

And of course it's Kraus. If it were Cunningham she'd just want to pass a law stating that the legal children of illegal immigrants should have no rights by way of child labor. She'd demand that they work for their education, free of charge.
