Wish it to cost the movement something, anything as to give demonstrators pause for thought and not to show up at the next round of demonstrations.
(Oh and their will be many!) 
The prosecutors see this as a loose-loose situation,
and do not wish to open themselves for more trouble. 
The 1% has shown it hand. they have to make this hurt.
