Repubicans. They are in a situation where they get to act serious and govern while simultaneously suffering from servre forms of mental illness and personal issues. That's not easy and keeping up the facade has got to take a lot of energy and tipsy-toeing around.

When your sole concern centers around controlling other people's reproductive organs, it takes some creativity and real word magic to make that seem credible and to be able to infect others who are prone to that debilitating disease.

Also, you have to keep in mind that they tend to project their own issues, so we can assume that the entire House committee has contracted craps and the clap from their visits to unmentionable third parties, (independent contractors, ahem) and they are attempting to solve this problem vicariously.
