Some ballots are designed specifically for 17-year-old voters, who may vote in the primary for candidates – but not on the amendment – if they turn 18 by the general election in November. They are not allowed to vote on the amendment because that issue is being decided today.

Those ballots, which do not contain the option to vote on the amendment, were given to the wrong people, election officials said.

Four people complained, Coffman said. In all the cases except one, the voters were later given the correct ballot.

“We’ve talked to all the poll workers again and told them that they need to be getting the right ballot to the right people,” Coffman said. “We talked to all 101 chief judges about it.” ...
