Oregon is gerrymandered to give Democrats a clear advantage in four out of five House districts. The price for doing so is one red district that's essentially uncrackable. It's deceptive to say that "Republicans outnumber Democrats 36 to 27 percent, or by about 45,000 voters" when the reality is that the district is pretty reliably 2-1 red.
