the system is open to agents right now while they continue working on the glitches - primarily the portion of the online process that determines the adjusted out of pocket costs or subsidies for individuals. the online application program was only getting as far as determining how much a program would cost but has been unable to determine the subsidy portion of the final out of pocket to the applicant. some folks have been able to get through on the coveroregon phone lines.
