The special election of March 13th will be valid even when the CD boundaries change. However I do believe that should Conor Lamb win in March, he'll definitely have an advantage when he runs for re-election to represent the 17th.

On the other hand, if Saccone should win next month, he won't have an advantage in the next election facing Mike Doyle. Let's keep our fingers crossed. My sister lives in Westmoreland county (Irwin/Norwin Hills/Manor)and I see a lot of "Conor Lamb" yard signs out in her area. I hope that's a good sign!
