6. Turzai is the big problem

The state senate got together and passed a plan including a gas severence tax, small as it might be, but Turzai won't agree to any tax increases at all. Torsella, the state treasurer, doesn't seem likely to float any more loans, so Wolf evidently is going to cut 12% across the board. The big blow will be money to all 501 school districts. That will all land on Turzai's head.
