3. We are still under the old law

SB14 is not yet in effect and will not be in effect unless the court approves this law under Section 5 of the voting Rights Act. If the court does not approve the law, then the issues as to the constitutionality of Section 5 will be litigated. By then, there should be a ruling from the DC circuit on the Shelby County case.
