ROCKPORT — No one knows exactly when it started.

In the chaotic days following Hurricane Harvey, donations and volunteers started arriving in the devastated coastal town.

Mounds of donated clothes started piling up in parking lots across Rockport. These lots were not designated drop-off donation sites, but people kept dropping them off.

It has created more refuse in a city that's already inundated with tree and house debris.
