Much ado about nothing. There are NOT troves of people just waiting on policies like this to commit crimes. The police have NEVER, EVER caught the majority of shop-lifters, pot-smokers, etc. to have them successfully prosecuted and stopped.

No, the reality is this will have some small effect, but it will be business as usual otherwise and the DA can then use resources to focus on crimes like rape, murder, grand theft, etc. The ones that are far more harmful to society overall.
