More revenue. Less people going to jail for simple possession. The War on Drugs is the biggest ongoing joke in the world. The US is probably the biggest consumer of illegal drugs in the world. If you don't deal with the reasons behind the use, then the problem will never go away. If the abusers are offered rehab rather than jail time, things may change.
