It's mostly for public intoxication, open containers, underage alcohol, jay walking, disorderly conduct, littering and the like. The cops make them pour out the alcohol, tell them to behave better, and rarely make arrests or issue citations.

These parties are tame compared to what went on in the seventies. This particular party gained popularity after strict rules were put in place limiting the Fraternity parties. Every year UVa recommends that students do not go and UVa provides alternatives on the UVa Grounds. Estimated crowd was 6,000 in 2015, 4,000 in 2016 and 2,000 this year. I don't know if this event has a permit.
